Timing
I gather 15.00 is the start time for everything? 7am Pacific?

Cycling.TV is showing it on the Norte Americano Gold, which means if you're not buying the full package, you're not seeing MSR.

I'd planned to stick with Premium, so I guess I'm cueing up for a Eurosport or RAI feed. The good news is that RAI feeds seem to be easier to get on the weekends, when Italians can watch TV at home.

is in a 4-man break with 10' on the pack. Also, apparently Pippo Pozzato has dreads now. They're over the Turchino and approaching the Ligurian coastline. Given the makeup of the break, I'd say there's little action going on.

one of the worst sites
I have ever used. The Specialized online store is also bad. Emphasis on crappy graphics instead of function.

CTV stream is struggling. Might be a rough day.

I am not having any problems
Sometimes it helps to close all the CTV windows and start over.
 I have the live races page book marked so I dont have to open multiple screens. Click on your bookmark,  then click on the race and log in.  No multiple screen mess.

if you can get far enough in to sign in
you at least get flickers and still images...and occasional feed, with or without sound.  I seem to be getting chunks of pre-race.

Vise versa
Gold includes premium as well as a bunch of other stuff...including the Vuelta channel, the Giro channel...etc.  I suspect its the Giro channel that you need as I don't, and its not working for me.

Is someone making money by showing us LESS cycling? Is this like paying farmers not to grow crops? Otherwise, I really can't understand what the problem is. Maybe the helicopter is on the ground negotiating a new price for fuel.
