(I'll grant that Congress does have some interest in, say, the baseball anti-trust exemption, or ensuring that the Federal dollars that end up at USADA are properly overseen. But that's at the bottom of a long long list.)

We had Lynn Swann running for governor here in PA basically on the platform of "being a nice guy and a really good football player." Substituting "intense" and "cyclist" isn't much better.
