It seems like it might be loading, but it’s taking a long time, and CyclingFans says it buffers a lot.

I think the logos are just the empty podium. That's why I guessed no cameras on the course.
Nothing else to show if all they’ve got is cameras at start and finish, and no one is currently starting or finishing.

Yeah, that can happen if the feed stops and starts.
I would recommend she stop it and restart to catch up, but with this feed there’s no guarantee it would restart.

They keep reading off a list of times, but they're all in the 32 minute range
so perhaps intermediate times?
Wait—as I was writing that, they started listing times over an hour. Will try to listen harder next time.
