I think the logos are just the empty podium. That's why I guessed no cameras on the course.

Nothing else to show if all they’ve got is cameras at start and finish, and no one is currently starting or finishing.

Yeah, that can happen if the feed stops and starts.

I would recommend she stop it and restart to catch up, but with this feed there’s no guarantee it would restart.

They keep reading off a list of times, but they're all in the 32 minute range

so perhaps intermediate times?

The Wielertrofee Vlaanderen is a series of seven races run in Belgium over the year, roughly one time a month. The organisers seem to be making their own on-course videos of the racing, so here's last weekend's race from Tielt-Winge. The full series:
