Bizarre situation, perhaps
But not ludicrous. As long as he plan to continue next season he need to be tested out-of-competition.

If he wants to race next season, he has to stay on the out-of-competition list. Thems the rules. And if the time frame for the test – from notification to test – was running short, then, yes, he has to do it where he is. Thems also are the rules.

the only thing remotely ludicrous about this
is the fact that cyclingnews referred to testers as vampires in their writeup…i know it was tongue in cheek but still, a bit stupid
