What about Lampre, Xacobeo and Diqui?

The Scott team is Brazilian and they are probably hoping to race in Spain or something like that, there is not a limit to the number of pro conti teams too...
They just happened to be interested and have the money. Once Lampre is decided on then they will probably be accepted, Xacobeo is appealing because their bank guarentee came in lat to the UCI so that is why they are not on the list…Androni Giacottoli probably had some paperwork issues. I am sure it will be resolved.
What about Lampre, Xacobeo and Diqui?
The UCI ProTour Council however decided to refuse the registration of the Italian team Lampre Farnese Vini. It has referred the matter to the Licence Commission which will make a decision on whether or not to withdraw the UCI ProTour licence held by that team.

and According to article 2.16.017 of UCI Regulations, teams which registration as a UCI Professional Continental Team have been refused, can appeal to the Management Committee of the UCI by Friday December 4, 2009, at noon at the latest.

La no inclusión del Xacobeo Galicia en la lista de equipos profesionales continentales anunciada hoy por la UCI no ha causado sorpresa en los rectores del equipo gallego y, de hecho, se esperaban la noticia. La Fundación Ciclismo Galego “confía plenamente en resolver de un modo satisfactorio este proceso”, ha revelado en una nota de prensa, y confirma que presentará alegaciones.
