Sorry for posting 2 Boonen fanshots in one day, but the ASO has just announced that he won't be riding in the Tour.

Dammit! For being incompatible with the image of the Tour? Gah.
Will QS challenge this, given the new revelations about him possible not actually having taken it (at least this time round)?

Well, I think the announcement came out after the revelations you mention – so I guess the ASO is basically judging him on the company he keeps or his image as much as any actual infraction. Guess they figure having him there will sully the Tour’s image. (I know, I know…)
I did read that there is some disagreement about the Strasbourg and Louvain findings (i.e. that his test levels were so low that he couldn’t actually have snorted the coke) – others have said that that’s bullshit, that if it were really only “incidental contact” the coke wouldn’t have shown up at all. Personally I know nothing about these matters ;)

2.2.010 Exclusion from races
Special provisions applicable to road events in the historic class
The organiser may refuse permission to participate in – or exclude from – an
event, a team or one of its members whose presence might be prejudicial to the
image or reputation of the organiser or of the event.
If the UCI and/or the team and/or one of its members does not agree with the
decision taken in this way by the organizer, the dispute shall be placed before
the Court of Arbitration for Sport which must hand down a ruling within an
appropriate period. However, in the case of the Tour de France, the dispute
shall be placed before the Chambre Arbitrale du Sport [Sports Arbitration
Chamber] (Maison du sport français, 1 avenue Pierre de Coubertin, 75640 Paris
Cédex 13).
