He was never officially sanctioned...The case just "disappeared". He has been racing in Croatia and the Balkans
the last year and a half. CONI was supposed to be going for a lifetime ban with the Oil for Drugs but he weaseled out of it.

According to Lionel Birnie it’ll be Stannard who’s left out if Cav’s fit (& d be rather sad about that). I would say that Millar & tthe Barloworld & Cervélo contingents are certain, & if Russ Downing is left out there’ll be riots in the street. Possibly.
