Xacobeo-Galicia: A test case for Spain's post-Puerto anti-doping laws or just window dressing?

The only thing surprising in the news that Xacobeo-Galicia are being investigated by Spanish judicial authorities is that Spanish judicial authorities are actually willing to get their hands dirty with this sort of thing. The French and the Italians launch this sort of inquiry with gay abandon but since Puerto, the Spaniards have been somewhat reluctant to go there. And, to be honest, who can blame them. Puerto was embarassing for everyone involved with it. And probably ended as many careers in the judicial authorities as it did in cyclng.

But with the finger of guilt being firmly pointed at Spansh cyclists in recent months, is this just a case of 'Hey, look at us, we're doing something, really, we are' or is it a genuine attempt to root out the bad guys?
