Romain Sicard was arrested in Toulouse after police noticed a stolen street sign in a parked car, and lay in wait for the thief to return. A thorough search of the vehicle also revealed the presence of a traffic cone (orange, of course). Looking at his ID and realizing the Euskaltel-Euskadi rider was over the age of 14, police are reported to have said "What, are you drunk?" and given him a breath test which, indeed, proved he was.
No word yet on potential sentencing, but I understand the guillotine is no longer an option.
EDIT: English-language story up at VeloNation.
