Can't call it unexpected. For Chris' sake, I'll hope that Vaca is just suffering from multiple doping "freelancers." Though that was Gerolsteiner's line too, and it didn't save their bacon. Also a pile of otherwise unnotable Iranians. Meh.

The short version is that the UCI says there’s a ban levied from the date at which a decision whether to open the B-sample is requested (it’s usually also notification date). That ‘opening the B-sample or not’ is kind of like an initial chance to plead guilty.
So Zeke just avoided the question of whether to open the B-sample.
He also had something in his body that is only banned if taken intraveneously. And it can only be administered intraveneously. His defence, at least the initial one I knew of, was a case of “maybe there is another way that it can be in the sample…” and such mysterious but fundamentally bereft-of-substance (no pun intended) suggestions.
