My fave bike shops DO loan allen keys, and wrenches.
The best has 3 work stands, each with a full set of (old, mismatched but functional) tools for anyone who likes to work on their own bikes. As a result, a lot of people come in to help tune up donated bikes for kids before christmas.
And he sponsors local racers.
