A scientist who can't even read an abstract of the CAS verdict and site correctly from that abstract is not a scientist worth to notice.
Contador claims that the clenbuterol got into his system when he ate tainted steaks. The WADA and the International Cycling Union said that the drug most likely came from an illegal blood transfusion, because the plasticizer spike was detected the day before he tested positive for clenbuterol. The Court of Arbitration for Sport in Lausanne, Switzerland, agreed, overturning an earlier ruling by the Spanish cycling federation. Contador is now banned from racing for two years.
CAS did not agree with WADA and the UCI that the clen was from a blood transfusion, they said that both the meat theory and the blood transfusion theory were possible but unlikely
Actually, what you are summarizing is the panel's conclusion.
The article correctly summarizes from this CAS/TAS press release that
The UCI and WADA submitted that it was more likely that the adverse analytical finding of the Athlete was caused by a blood transfusion or by the ingestion of a contaminated food supplement than by the consumption of contaminated meat.
If you feel that the official press release is in error, that’s not the fault of the author of the Scientific American article. It’s fair to say that he could or should have mentioned that the panel’s conclusion did not agree completely with either Contador’s or the UCI/WADA contention, as far as the relative degree of likelihood. But it’s not miscomprehension, nor is it misleading.

In fact, you have to get to pg 3 before it is mentioned – "Based on these complicating factors and the widespread DEHP exposure, the WADA discontinued funding for the plasticizer test in November . . . "
