The story sounds like it has something to do with the changeover from Marc Biver and his entourage to the new Bruyneel squad. Biver's people need to be paid for their work, but the Astana regime is acting pretty shady and hanging on to the money. The guaranteed funds held by the UCI need to be released to cover expenses. Sounds simple enough, but failure to cover salaries has often implied lack of solvency, and the UCI is making noises about the team's future hanging in the balance. Charming.
